First, you don't need to apply for those units. If you are successful in drawing the deer tag or the deer/elk combo tag, you can hunt deer in those units, as they are general units.
All of Eastern Montana has been hammered by the bad winter of 2010-11. And some areas were hit hard by disease, specifically the whitetail areas. And, many other parts of MT have been hit by similar issues.
If I was looking for a western deer hunt, I would also investigate some other states. MT deer hunting is fun and some good bucks can be found. But, right now, I would say deer hunting in MT is as tough as I have seen in the 22 years I have lived here.
