Rocky Mountain Heritage Act

I was doing some research on this yesterday and read somewhere that 14,000 acres of wilderness study area were released in SE Montana. Can someone familiar with the act fill me in on what area(s) they're talking about and why the decision was made to remove them from wilderness consideration. Just curious.

14,000 acres near the CMR were given up, as well as the Zook and Buffalo WSAs.
