Randy's 2024 season Changes

Okay I cannot figure it out. Is Colorado changing the alottment for non-resident Deer tags this year? On Randy's video he did not mention it. One fish and game office told me they're not changing it the other office told me they are. Are they changing the tags from 35% to 25% or not for the 2024 season?
