Proposed Federal ban on baiting

Rep. Jim Moran (or is his name "Moron?") plans in 2003 to introduce federal legislation to ban bear baiting on on all Federal lands, including National Forests. He is a Democrat from Virginia, and has alrady gotten the backing of Jesse Ventura, who called bear baiting the equivalent of assassinating Yogi Bear. It should be law that these idiots that submit this type of legislation should be required to have some inkling about what they are submitting...
