You'll have to buy a small game license and habitat stamp first, or at least put it in your cart. You will have to get the hunter Ed thing resolved before you ever hunt there, the state who did the testing will hopefully still have you in the database.
 
Unfortunately, you do have to buy a qualifying license in order to play. Once you have that in your cart, you should be able to apply for hunts or preference points. The PP codes are easy to remember and I don't think they have ever changed.. could be wrong. EP99999P for elk. DP99999P for deer. AP99999P for pronghorn. They will only show up in your cart if you type a valid code.
Alternatively, you can apply for a limited hunt, and if you don't draw, you will get a PP.

Regarding the Hunter Ed, reach out to your state and you might be able to get a duplicate. Time is short so figure something out quick. 2nd option, In the short term, you can probably enter using your firearm safety card number and link it to your account, but you will need to update it later if you come to determine it doesn't in fact meet the regs, as you are required to either carry your hunter ed card on you while hunting or get it verified at a DOW office.
