Poor access units.

One thing I think can help is a small to average size chunk of public (about 1/2-2 sections) that doesnt look that great from the access point but gets better as you get further in. For example, there's a chunk of state I hunt with one relatively small access point and it's just a farm field where you park. Once you hike in 1/2 mile, theres nice public coulees that butt up to private. We've taken some good bucks off of it. Granted, it's harder to keep these spots secret with Google earth anymore, but there is definitely less pressure because some guys just drivjng by looking at their onx might only see a field or flat grasslands and not hike out to see what else is there.
