The standard rail can be removed without removing the rings.
Approximately 30 years ago I had a rifle built and had all of the metal including custom floorplate, scope base, rings and screws finished in high polish blue. Never fired the thing. Cartridge is .280 Remington. When I mounted the base, I used slotted screws to make possible removal easier. Awhile back I sold the scope and rings that were on it. I then attempted to remove the base. I was able to get 2 of the screws out, but the front one was quite stubborn and apparently had rusted. Since the front hole doesn't go all of the way though I suspect some bluing salts were left behind. A gunsmith friend was able to remove it, but there was some cosmetic/discoloration damage largely of my doing.
If I sell it I would do that as is with no base. I doubt that I will ever shoot it. If I keep it in the family I should put a base and rings on it. I could just re-install the original base using Torx screws since I acquired a set of Leupold 30mm rings in gloss or I could get a pic rail and rings. Steel rails and rings are hard to find in gloss finish and likely not worth the cost to have blued. The gun which is left hand is IMO worth $3K some I'm more likely to want to sell it.
