Animal rights group sues National Park Service over dying elk

Three California residents and the Animal Legal Defense Fund have sued the National Park Service, claiming dozens of tule elk at Point Reyes National Seashore died from starvation and dehydration because of negligence by park officials.

Anyone have any insight on why they cant find a way to get water for the elk? Seems kind of crazy for such a limited resource.

Read that a lot of the area is fenced off so the elk are unable to travel to other areas to find adequate food and water

They did add new tanks to one of the areas, just wonder why they didn't add tanks such that all elk have access to them. I read a different article that the NPS states there actually was water available in the form of springs but not sure I trust either side to accurately depict the truth at this point.
