What kind of tag do I need to hunt an elk on public land in Montana being a Canadian? Can I buy it over the counter? Do I have to get a special licence?

You have to apply in the MT draw for either an Elk Combo or Big game Combo. The later comes with a deer and elk tag.

After 1985 hunters ed will be required.

Your home Ed might count, you should verify before you apply though. Typically the state or company that did your class will have documentation on reciprocity.
