This should never never be put into the feds hands. They screw up every thing they put their hands to when it comes to things that should be run by the individual states alone. This is no place to set up another layer of Federal beurocrocy......

If the systems of non vs res stay the same for now, or if they change so there is no difference in preference, the res are going to pay more and get less. The states that have historically done a good job of managing their wildlife will have to change their allotting their tags. Either a draw for everyone or a quota....The states like AZ, the res will be in the draw with non and states like MT will have to go from OTC to a draw.
Might as well see the upside....You'll have better odds in all the states every year, if you can afford it.
