I was just wondering what mountain states are the easiest for a NR to get a Mule and/or Whitetail buck tag in and about how long does it take?

There are a lot of leftover whitetail buck tags. They are considered "rats" in western South Dakota. Pick your state you want first and then look for leftover tags.
 
It’s easy to get a tag in pretty much any state. Deciding what type of landscape you want to hunt will help to narrow down your options.
 
I have never heard anyone refer to deer as rats out here. However, some ranchers I know occasionally complain about pronghorn that way when they bunch up in a field where they are trying to run cows.
 
Also how do you want to hunt them, NE has a month long muzzleloader season in Dec. It all depends on how you want to hunt and what terrain you want to hunt in. Deer tags are easier to get
