MT - Res/NonRes draw equation, how?

Would someone explain how the Resident / Non-Resident draw works? How the 10% applies respecting non res drawing combined with resident draw?

After all the multiplying, squaring etc happens and there is the pool of names they start the draw. There is no different pool, all the names are in the pool. If NR names are pulled and they reach the 10%, no more NR names can be drawn. If they get to the end of the draw and NR represent only 6% of the tags, so be it.
