montana antelope bonus pt question

From page 17 of the 2020 Deer Elk Antelope regs:
"The base bonus points for party applications are the average of their individual base bonus points added together and rounded to the nearest whole number."
So does .5 round up or down? I've had maximum bonus points for Sheep, Moose, and Goats every year since they started the bonus point system, and have not been drawn, yet every year someone with 1 bonus point will draw. I wouldn't loose any sleep over the difference between 1 or 2 bonus points in any of Montana's drawings.
