Mechanical blade “collar”

So I was watching a YouTube video of a guy hunting elk and he showed his arrow setup. It appeared he had some sort of mechanical blade collar with a fixed blade broadhead up front? Has anyone seen these or use a setup similar. I can’t seem to find them anywhere.

Sounds like a hybrid head. I believe Grim Reaper makes one. Google it.
