Management plans for National Monuments

I just came to post the same article JR did, not knowing it was already posted. My in-laws live near this, and this is the unit that I alternate between when applying for desert bighorns.

Its unfortunate that those kinds of management practices aren't brought into the plan at the time the monument is designated.

I'm for monument designations, but when things like this happen, it can sure sour local support for future designations.

For as contentious of an issue as this is alleged in the earlier referenced letter, I sure can't find much on this topic. Maybe some Arizona guys can chime in on this? Searching for lawsuits on water catchments in the Maricopa Mountains sure isn't turning up much.
