Yes, it has a bigger effect at longer ranges. A good comparison might be the Hornady Precsion Hunter line. The 6.5 PRC has a 143 gr bullet (2960 fps) and the 270 has a 145 gr bullet (2970 fps). Even at 500 yards, the factory specs show that the 270 only drops 1.4” more than the 6.5 PRC. But, at 500 yards, the 6.5 is going about 90 fps faster than the 270 and, when velocity is getting lower, that extra speed can have a significant effect on performance.

I have a 270 that I have shot a couple of animals with, and it did just fine. I also watched my daughter drop two elk in their tracks with factory Hornady 147 gr ELDMs out of a borrowed 6.5 PRC. So, I think either cartridge would be just fine but I would prefer the 6.5 PRC for myself. Despite my daughter’s success with the PRC, I ended up getting her a 6.5 Creedmoor for less recoil.
 
Tikka would be my vote.

I have a Browning A-Bolt in 270 that is a sub 3/4 MOA rifle all day long! I can't speak for the X-Bolt specifically, but I'd expect similar results.
