Well ole fumble fingers managed to delete the post I made so I will make it again.
He will need a nonresident hunting license which runs about $150 and then he will need a bear tag which runs about $130.
However, it would be wise to send an email to the Idaho Fish and Game and ask them the question. They normally respond to emails within about 24 hours
