He cannot keep any hunter assigned to his ranch off of it. Here is part of the agreement they sign:
Both public assigned and private hunters have free, equal and unrestricted access (including
vehicle access) to the entire ranch (private deeded and public leased lands) they are hunting on.
Hunters are also allowed to scout the ranch up to two days prior to the start of their hunt.
For more information on hunting on private and public leased lands see pages 9, 11-12, and
40-41 in the current New Mexico Big Game & Trapper Rules and Information booklet.
They sign these agreements to sell the tags, then try to make up their own rules. Here is the link :
