I've been around this a little. It works great if you have a good base. The roads I've been on didn't. Almost a waste of money

Having a good base is a given for any repavement project to last. The road in question has some wicked frost heaves in the winter that disappear every summer on the first couple miles below the Continental Divide. Poorly drained road base cause that to happen? Don't know if they did anything to fix that problem.
 
This will not fix frost heaves. Frost heaves comes from moisture below the surface. If nothing was done with that, frost heaves will return.
