For those not taking the move, would they actually fill those slots out west or just pile everything on those who are left?

I would say this is spot on. While I was in DC we had around a 50/50 shot of applicant's showing for an interview on GS13 positions, a position that was noted for being pretty great. The job market up there is pretty competitive in both public and private sectors.

House panel advances bill to update federal worker buyout caps

Voluntary Separation Incentive Payments offered to federal workers during agency downsizings, have been capped at $25,000 since the 1990s. Newly advanced legislation would tie maximum payouts to half of an employee’s annual salary.

Agree. The 25k they offered me played no part in my decision. The second offer was more appealing.

I dont see any hiring taking place for at least another year. My guess is they want to offer buyouts, see who's left and then do the forced transfers.

Its a win for the agency if they can buy them out rather than pay TOS.

The more that take the buyout the more that can stay put in the NCR.
