In my opinion, it would be great if this turned into a ‘movement’ wherever game populations/tag allocations are a struggle.

I've thought about this a little.

You could take away range finders, make people use paper maps and compasses instead of GPS devices, if you want to go completely primitive you could make people have to wear clothes that they made themselves (leather, wool, etc.). Not allowed to carry a phone or anything like that. If it wasn't available in 18XX then you can't use it. Period.
