In short, the budget committee in the Senate has passed a rule allowing for any bill that would raise $1 billion or more in revenue for the federal government to be passed into law with a simple 50-vote majority instead of the normal 60-vote majority- a shortcut for unpopular ideas.

This means one party could pass bills allowing mineral and energy development in the Arctic Refuge, but we could easily see HR 621 language pop up in the budget bill, on behalf of the Department of Energy, for massive public land sales.

I'm not sure how to word a letter to my senator about this in order to get that changed, but I've got his email saved.

If anyone that knows more about this could point me in the right direction, I'd appreciate it.
