Bills like this are a monumental waste of time. They know they're not going to get it; why do they even try? Granted, you can't make changes if you don't try, but why don't they spend their resources on something else that COULD succeed? After they've gotten all the practical stuff out of the way, then they can start pushing the pie-in-the-sky stuff. Bah!
