In colorado, while transporting quartered elk meat between kill site and truck/camp, the tag should be placed where?
 
I would have the hunter who shot the animal keep it on them while hauling it out. The law says you must attach it to the meat Immediately prior to transporting it in a vehicle or while at camp. And it goes on meat not horns or hide. And it must stay with the meat until it's all consumed.
 
I would pack out the quarter with evidence of sex attached and fasten the tag to it. This should satisfy any warden.
 
I've attached it to the "butchers handle" before and it works well with a zip tie or the like. It's the big tendon on the rear quarter just above the knee.
