Caribou in Quebec

I watched a show on the Sportsman Channel where they was hunting caribou in Quebec. On both animals they shot the caribou was still standing in the water. The guy on the show(Bill Snoodgrass) stated that it was legal.

Is it like that in other areas?

I thinkg shooting any critter (Exept Ducks According to MtMiller that Ethical Fag...) is Legal. I jsut wouldn't recoment shooting a AK Moose in the water
