Black is that way. All the other powders are classified differently, IIRC.I'm not sure of the black powder substitutes, but in talking with a local black powder business owner he told me that unlike smokeless powder, actual black powder has a more restricted transportation requirement due to it being an explosive.
He claims that he pays over double for shipping vs smokeless powder.
