You could look into Navarre Beach. It's getting more popular every year but there are no commercial restaurants on the outer island. The pier there is the longest on the gulf and fishing seems to be good. Better than PCB and Destin from what I've heard. When we stayed there I would walk/drive to the pier before everyone got up and fish for an hour or two then head back to the rental. I think it was $7 a day to fish off the pier. You can head to Destin for mini golf, dining, etc. Also Pensacola isn't very far and the naval air museum is pretty cool.
