AZ Limited Opportunity Elk

Hello! So this year my dad drew an AZ Limited opportunity either elk tag (Units 17a,17b etc) as he is getting older this is likely his last elk tag he will be able to hunt. I made the 7 hour drive and went scouting this weekend and covered a lot of ground but managed to only get eyes on spike in some un hunt-able private. I spend most of my time in 17a and 19b. Found elk sign in multiple different areas but most of it was fairly old. So really what I am asking is if anyone has some tips/general areas to look for elk? I’d really like to get him a decent bull for his last elk. Keep in mind while he can hike it’s just slow going and nothing to crazy (although he is stubborn and insists he can hike anywhere haha). That is a really really tough hunt. There are elk scattered in tiny pockets but there is way more country that doesn’t hold elk. If you really want an elk, I’d hire a guide.

Not being harsh but thats why its limited opportunity. I hunted this in 2019 and blanked. They are in there just have to be in right place at right time.
