Az Game & Fish ok for non res to use CC's

I was on the phone today with game and fish it is OK to use a creditcard for non resident tags.. Why it didnt work for Flipper I have no idea.. But I specifically asked the lady 3 times the same question she said " its the only way NON-Residents can apply over the internet" And I have a 12 year old daughter who whitnessed the conversation

I applied for AZ. with a CC, it's new this year. I was impressed with the system, it was very easy.
