    if you have deep pockets you could try calling every outfitter in those areas and see if there is a way they could work you in. doubtful though, i know of one outfitter that is booked for the next 7 years and not taking anymore at this time.

    In some states they have to hunt there own private land and I feel if something like this would get approved then that would need to be the case.

I know of this exact situation where there is 3,000 acres of private ground where all the elk hang out where the landowner cant barely get any tags so therefore there is no pressure. and all the public land hunters including myself sit on the public and watch all the elk...
