WY Wilderness Rule ?
This may have been said before but it bears repeating. A WY tag does not allow anyone to hunt anywhere (or any time). You are already stuck with certain boundaries (even a general tag). Where you can and can't hunt a particular species in a particular season is set by the G&F and has nothing... -

All the elk sign but no elk???
"You're right, they are there, and watching you. Turn that around." This would be my first bet too. Do you use binoculars in the timber? It is truly shocking how quickly and quietly elk can slip away if they are aware of you first. The older I get, the slower I go, the more I see. -

Is Yellowstone Even Safe?
The roads in the park shouldn't be considered regular highways - they are park roads. With the speeds so many travel it's wonder it doesn't happen more. It's only a cow!
Be proud, be content. And know, that in my circle at least: guys who lived years in WY, guys that kill elk every year on public land, guys who have killed 20-40 elk apiece, there's no such attitude as"it's only a cow". Cow elk are not comparable to does of any kind. I've hunted on many cow... -

Storing meat in bear country
You might check with the Forest Service in your hunt area, they sometimes loan out electric fences the same as they loan out other bearproof containers (backpacking kegs and panniers). I've also heard that, in addition to radios, bears tend to shy away from a flashing light. -
