Hello, I went to purchase a pp for Wyoming and was not able to. Would that be d/t me getting drawn for a tag this year?

Another question, if I'm on the same app with other people do they just take the average of pp to get the total pp for the app?

That's true if you've drawn on your first choice. If you draw on 2nd or 3rd choice you can still buy a preference point.
