The city of duluth is huge compared to where the population is. The city of duluth is about 22 miles long, just saying.

Sure, there are some edges of the Duluth city limits that are close to some big woods and somewhat remote. But nothing remote about the area these wolves were in. The woods near observation road is a couple 100 acres. Surrounded by golf course, residential and commercial areas. 2 miles from downtown Duluth.
