I don't see a reserve. Wonder if you could camp there all the time and say your just looking for gold if you bought it. Heck I used to pay 800.00 a year for a spot I used less than 5 times a year. It's not hard to get a claim. My family has had them all over the state at various times. Basicly the guy is just selling his (or someones)mine claim. I think it costs $100.00 a year to file your claim. Find gold on any Gov. land not in a wilderness area and you can file a claim. Or find a claim someone has let their assay fee expire pay your 100 bucks and now you own it.
If I remeber correctly you can do any improvements to the land you want including buildings ect. but when the land reverts back to the Gov. and all upgrades remain. Yeah you can live on the property if you want as long as you pay your assay fees every year.

I talked to my mom about this last night and she said back in the day (before the 80s) you had to do so much work to the land to be able to hold it. It was called assay work and you had to do something like $1500.00 worth of work at the claim every fiscal quarter to keep the claim active. Now you just pay your 100 per year.
