I bought a 3-9x40 Weaver Kaspa several years ago on clearance. I bought it as a cheap scope to get by because the kids didn't like shooting my 30-06. When I got the scope I was so impressed with the quality at the price. They're pretty much all I've bought since then. I don't think they come with fancy reticles or glowy bits, but the eye relief and clarity exceed anything in their class.
I have the 4-16x44 on two guns - Olympic AR15 and Weatherby 7mm-08. I also have 3-9x40 Kaspas on two guns - Howa .308 and Kimber .325WSM.
I have a Nikon Prostaff that I would say is comparable to the Kaspa, but I know I paid more for it.
