I got a leupold vx5 HD mounted on my new cooper at scheels last night but the scope barely fits with the Talley bases that came with the rifle. Also the eye relief is a bit off and there is no way to adjust it. Does anyone have any suggestions on what to do?

Call Talley and get the extended bases.
I had similar situation with a new Zeiss scope a few years back and the great folks at Talley said "extended" and a set was on the way, send the original back....3 days later I had the extended bases.
The offset base allows for setting up forward or back as needed.
I see now you have a milled top for slide bases. It will need different set up than top screw, unless it has them already. Bet they have the answer.

Call Talley and ask what rings go with that scope and the bases supplied with that rifle. Then make Scheels make it right. Not everyone installing scopes at Scheels (which I really like btw) should be doing so.
