No problem that is funny.

What's not funny is the lawsuits this decision is going to bring in the future. It caps the population at 300-325 which Scientific America says has never been done before under the EPA. Wolves will then be transferred to captivity or transplanted to Mexico. I doubt antis will let that stand now that they can use their EPA cash cow.

I skimmed it again and found no mention of turning management back to the states. Again if a 15% decrease in ungulate population can be documented then wolves can be killed but if either state jumps through the hoop to document what is required, it would undoubtedly bring more lawsuits under the EPA.
