That is a very impressive trophy bull elk.

Just so you know: pet peeve regarding misnomers such as stud, hog, speed goat, and others which don't pay accurate and respectful honor to wildlife cause an unavoidable reaction.
I thought it was just me lol. If I never hear speed goat again, I'll be a happy hunter

Active duty, guard, reserve, retirees, or employees who work on the base. It’s a very lucrative opportunity, that’s for sure. I’ve seen a lot of elk.

So on base hunting is limited to military only I believe with opportunities for both active and retired individuals. I'm not sure of all the rules, regs, and stipulations that come with hunting on a active artillery range but I bet there's a few. Anyone can apply for the Wichita Mountains wildlife refuge (which borders the base) elk hunt with not so great odds. There's also quite a bit of elk on the private around the refuge and base but you either gotta be born to the right person, marry in, or pony up some $ for that to happen.
 
Yeah, we need more pictures. The bull’s first three points and mass are epic. The rest are underrated by the picture.
