The bill would have placed all conservation easements under review of the State Land Board for approval. Not sure if this applied just to state lands, or to all lands within the state. I think Randy brought it up in one of his podcasts.

Anyways- the Governor shut it down, but I imagine it will try to make a comeback.

It applies primarily to privately held lands where the owner wishes to place the property under a conservation easement. The ranch in eastern Montana near Glendive, which started the controversy has conserved wildlife habitat and opened access for hunting.
