Happen to have the same tag, but have a plan that involves an outfitter. I have spent time in the region for other hunts, so know a little about how the elk use it. Its certainly not an easy tag to hunt public.
It might be useful to clarify for those you are asking for help whether you mean you are planning to hunt Archery or Rifle?
Generally speaking archery opportunities in September are going to be hard to come by in the region, as mostly the elk spend the summer outside of units you can hunt (in the terrain) or on private, and you are waiting for the colder weather to push them out to some of the public areas that are more accessible.
Sorry to say you will struggle to find an outfitter at this stage unless you come across a cancellation, as most aren't overly willing to take clients with a general tag, at least in the east region unless they have the land.
