Looking for good units in WY for left overs

Will try to get left over license next month for bull elk but don't have a clue which units would be good. Really doesn't matter but around Bighorn Forest would be nice. Either crossbow and/or rifle .No time constraints. Any suggestions.

Are there any bull tags left in the Bighorns? Those units have tough odds I would be very surprised if you have anything leftover with antlers. Cow tag possibly.

What ever is left is there any particular units or Region that I should be looking for?
