Late Season Cow

Good morning everyone,

After last years WY antelope hunt, I've got the western hunting bug bad. Me and my hunting buddy are going back to WY in 2020, but I want to do a late season cow elk hunt in 2021. Being a teacher, I'm realistically limited to hunting during winter break (last week of December). As much fun as it would be to take a bull, it's not in the cards (time and money...and more money). My question is: As a non-resident, which state should I focus my research on for a hunt like this? I'm in the very early stages of researching this, so any help is appreciated!

Wyoming has several units that fit the bill for what you're looking for. I can only speak for the southeast/central portion of the state, but be aware of public land access issues and roads that may get closed due to snow. For example, if we get hit this week as hard as they are forecasting, I would expect most of the area 7 county/forest service roads to be closed probably until spring due to drifts.
 
colorado is not lacking in late season hunts
