Land Locked?

What is with state land and national forest land being land locked in Montana, with zero access to the public? Can't cross private property and what appears to be public roads are actually "private easements"... I'm sick of seeing people hunting... looks like I will just have to save up and buy some private land!! Wishful thinking!
