I have a buddy who is moving from IN to CO, can he transfer his non resident points into resident points?

Points have nothing to do with residency. Residency just decides which “pile” your application goes into once in that pile your points decide where you stack up versus other people in that pile.

Short answer, yes he will have the same number of points as a resident.
