Cold weather fire kit?

I have long thought that someone should make small road flare fire starters about the size of a fat cigarette or small cigar. they could come in a 5 pack and fit in a shirt pocket. Light themselves and burn for 3 or 4 minutes.

I bought mine at Walmart and they were less than $10 I believe. 2 flares and they weigh about 8 ounces total.
