I'd go scope issue, then ammo/gun issue.
I've shot factory ammo that was severly over stated on the box. 8" low vs my hand loads at 100 yards.
Could be combo of ammo speed, and your barrel harmonics. Aka bullet speed consistant, but being consistantly on the downward stroke of the harmonics wave.
