They did not stick to non-residents as badly as I expected with the price increases...
 
the licenses will be valid for a calendar year starting in 2014 as opposed to expiring at the end of the year as they do now. you will still be buying a license every year.
 
You will be able to squeeze one extra draw period out of a licence, but if you apply during 2 or 3 draw periods, you will still have to purchase a license each year. If AZ had only one draw period like UT, you would only have to purchase one every other year.
 
The hunting license is valid for one year from date of purchase. If you buy a license in January to apply for ELk and don't get drawn, you have to buy another one next January to apply for elk. If you buy a license in April to apply for deer, you can appy for elk the following January but have to buy another license before you can hunt the following October. The largest difference is now you are not only payinjg for a general license, but you are also paying for a Kaibab stamp whether you need one or not. That's called "bundling product". You pay for it whether you need it or not.
