Archery equipment law question

I was recently browsing through the general rules section of Idaho's big game regulations, and found the following phrase in the unlawful equipment list of the archery section:

With an arrow or bolt wherein the broadhead does not precede shaft and nock.

I can't visualize what sort of arrow this prohibition is talking about - an arrow with the cutting edge not at the front? Any ideas?

There is a thing that has 3 razor wires about 6" long that installs at the back of the arrow and held in place by a sleeve. As the arrow passes through the animal the sleeve is pushed back exposing it. I forget the name but did see Western Extreme (Jim Burnsworth) use it on a wort hog.
