looks like Taurus has decided a 410 judge isn't enough. I haven't seen 28 GA ammo in a long time I figured it the way of the 16 GA.
 
I think the ATF has already declared the gun to be a DD under the NFA.
 
From what I understand the BATFE visited the Taurus booth at SHOT Show and declared that the 28 gauge revolver was in fact a SBS (Short Barreled Shotgun), not a handgun.

Taurus has evidently elected to not make it at this time but the rifle version will be available through Rossi at some point.

I was curious about that on the 410 but I figured if they could make a 410 why not a 28. I think both are pretty impractical but the judge seems to have found a market.
 
The reason they can do produce the .410 is because it is also capable of shooting a single projectile - the .45 LC. I don't think there's a comparable single projectile for the .28 ga.

Time for a new round. They'll have to make a .55 caliber handgun round with the same cartridge size as a 28 gauge shell.

Yep as stated above, thanks to the garbage legislation known as the National Firearms Act of 1934 it falls under the Destructive Device title, and would require a NFA permit where legal. It has a bore of over .5"
