I resize a few calibers. I always anneal everything first.

Yes I anneale after every couple of reloads or if necks start splitting. I lost several of the blanks that I might have saved had I annealed but I had a hole bucket full so if one split I just trimmed it and used it for something else. For the most part the 7.62 Nato blanks were pretty soft.

I don't have an annealing machine, I just use a soldering torch and spin them in my fingers till they get to hot to hold. Or I put a socket in my drill and spin them that way. Doing it with my fingers I certain not over heat them, lol.

I just looked again on Midway, they have 50 round boxes of 86 grain Remington Corelocked 25-20 in stock.they are $1.84 per round but it might be worth it if you can't find brass.

32-20 brass is an easy resize and plenty available.

The only problem I have found with nicking down is some times the brass on the neck gets to thick and I have had to neck ream. Especially going from 7.62 nato all the way down to 260 Remington. Nato brass tends to be thick anyway.
